This position is needed to build and lead trusted senior relationships across global telecom and number-access suppliers, and use those partnerships to help Twilio’s connectivity pivot quickly as customer needs, market conditions, and internal priorities change.
You’ll own international carrier relationships spanning voice and phone number access, ensuring regulatory compliance, commercial alignment, and strong performance across our voice stack. Working closely with Product, Engineering, Sales, Legal, and Support, you’ll translate connectivity requirements into execution—driving reliability, quality, and supplier accountability at global scale.
Responsibilities
In this role, you’ll:
You will be an expert in voice and numbering across assigned territories. Leading the country-level Voice connectivity plan, including carrier strategy, deal pipeline, negotiation, execution, and ongoing account management.
Partner with Product and Sales to shape go-to-market strategies aligned to customer demand, competitive dynamics, and regulatory realities.
Define supplier selection, contracting and manage pricing, margins, and commercial strategy for voice and numbering across the supply chain, ensuring full stakeholder buyin.
Build and maintain a per-country regulatory and legal knowledge base (e.g., KYC, numbering regulations, emergency calling, lawful intercept, GDPR, Ofcom/FCC).
Ensure ongoing compliance with local telecom regulations; drive remediation plans and stakeholder alignment when requirements change.
Develop and execute carrier grade voice supply strategies to ensure reliability, resilience, and regulatory compliance.
Monitor, troubleshoot, and optimise voice KPI’s and routing performance using but not limited to (ASR, ACD, PDD, MOS, latency, jitter).
Optimise cost/quality trade-offs through procurement, negotiation, routing decisions, and continuous performance management.
Support complex customer needs across numbering, porting, and voice delivery; translate requirements into feasible supply and compliance solutions.
Ensure high-quality, cost-efficient outcomes across the customer voice portfolio.
Use data analytics to drive decisions, detect anomalies, and proactively mitigate fraud (e.g., CLI spoofing).
Maintain a continuous improvement mindset across quality, cost, and compliance.
Collaborate with (and influence, stakeholder alignment where necessary) Operations, Support, Product, Sales, Legal, and Finance to resolve supply chain, quality, requirement changes and compliance issues.

2-4 years in voice telecom wholesale, CPaaS or carrier partnerships.
Ability to balance long term and short term goals by consistently evaluating decisions in terms of impact to the business.

Bachelor’s degree.
An interest and passion for business development.
Location
This role will be based in the United Kingdom or Ireland.
Travel
We prioritise connection and opportunities to build relationships with our customers and each other. For this role, approximately 10% travel is anticipated to help you connect in-person in a meaningful way.
