Job Overview:
The Public Policy Manager, APAC will lead the responsibility for managing Coursera's public policy initiatives and government relations engagement across the Enterprise (focus on Coursera for Campus) and Content & Credentials (focus on Online Degrees) and businesses across key APAC markets - India, the Philippines, Malaysia, Thailand and Indonesia. The individual will be responsible for managing all public policy related matters, including government relations and regulatory agendas primarily in India and other key APAC countries. The individual will execute government affairs advocacy objectives, engage with relevant regulatory bodies relevant to the Ed-Tech sector, and drive priorities and initiatives for Coursera on state and central policy issues related to e-learning, MOOCs, online education and technology domains.
The ideal candidate is a public policy leader, passionate about Coursera and our mission - someone who can combine expertise in the public policy domain with the vision of leveraging technology to drive positive learning outcomes for people across Asia Pacific. This role requires a high-level of professional integrity, strategic thinking, solid communication and interpersonal skills, and high expertise in public policy with a track record of delivering results. We want a candidate who is energized by the challenges of navigating through India & APAC’s complex political, legal, policy and regulatory environment. We expect this individual to form strong working relationships with key external and internal stakeholders and shape the public policy agenda for Coursera across critical markets in the APAC region. The position requires a solid background in public policy and understanding of the regulatory environment in APAC.
Responsibilities:
Lead Coursera’s government affairs and public policy function for the APAC region
Define Coursera’s public policy strategy and objectives for APAC and spearhead the development and implementation of public policy agendas primarily across India, Indonesia, Philippines, Malaysia and other APAC countries
Identify and analyze potential regulatory opportunities, threats and challenges, develop mitigation strategies, enhancement plans and policy positions, and coordinate external advocacy efforts, outreach programs, and key public policy initiatives in line with Coursera's core objectives
Represent Coursera and engage directly with key external stakeholders including ministers, politicians, policymakers, relevant state/central bodies and regulatory agencies from the education/learning ecosystem to create, safeguard and enhance our public policy agendas
Collaborate with key members from Legal, Enterprise and other functional business units, to ensure complete alignment between public policy goals, core business priorities and go-to-market strategies
Partner with key business associations, bilateral forums and industry bodies and work closely with counterparts across tech firms to develop policy positions for the industry, and lead evidence-led advocacy particularly relevant for the online education space
Basic Qualifications:
7 + years of experience in public policy, ideally within the consumer-tech space in India and APAC
Experience in senior stakeholder management internally and with Government bodies to deliver measurable impact and results
Preferred Qualifications:
Deep understanding of the regulatory landscape and public policy ecosystem across India, Malaysia, Philippines, Indonesia and other APAC countries
Master’s Degree in Public Policy
Demonstrated experience working with regulatory bodies & government agencies and sound knowledge of policy frameworks, legislative policies & regulatory aspects across diverse APAC markets
Prior experience in the education industry (particularly within the e-learning/online education space) and strong knowledge of regulatory aspects under Asia’s higher education systems would be preferred
Passion for education, education reform, and interest in working for a social enterprise
Track record of solving complex issues and delivering high-impact results. Ability to thrive in a fast-paced and rapidly evolving environment, manage large and complex projects, and work quickly under time-pressure deadlines
