We are seeking a Proposal and Business Development Lead to join our growing Innovation team!
This position will manage the Innovation Division business line pipeline, processes, systems/tools and lead activities related to surveillance, proposal execution, and business development. This position will manage and report on proposal efforts and opportunities, establish and maintain proposal processes, and lead proposal efforts from surveillance to award decision. They will coordinate with aligning pursuit development staff, consultants, leadership, and technical experts. This person will have a proven track record of leading successful capture and proposal efforts of varying sizes. Travel is required 5-10%.
Duties & Responsibilities
Lead department-level proposal management and business development
Create, communicate, and manage the department-level proposal processes and standards using forms, flowcharts, policies, schedules, platforms, templates, etc.
Oversee compliance with proposal knowledge management processes; develop and maintain a centralized proposal library (solicitations, responses, debriefings) or other reusable knowledge database(s).
Manage and track opportunities, including p-wins, status, forecasting, metrics, etc.
Establish business development growth strategies for products and offerings and emerging markets
Develop, track, and report sales (revenue) goals and associated strategies
Establish and oversee overall and custom surveillance plans for innovative solutions and products.
Create and maintain B&P Budget
Expand and oversee partner networks.
Lead both small, targeted pursuits and national proposals from surveillance to award decision
Establish surveillance and capture plans
Lead proposal meetings and coordination elements including schedule, assignments, reviews, etc.
Partner and collaborate with other corporate BD and proposal teams and technical teams
Run regular opportunity status meetings using corporate opportunities systems and dashboards
Track, report, and present status, metrics, and analyses
Track win rates against industry standards
Minimum Requirements
10+ years of experience
Bachelor's degree, Masters Preferred
Industry association participation and related certifications and training
Demonstrated experience with CRM and surveillance software experience
Demonstrated experience with opportunity tracking software tool(s)
Experience and accountability for sales strategy and execution including revenue targets
Experience qualifying opportunities and leading proposals and proposal teams
Preferred Qualifications
Deep understanding of brand strategy, planning, positioning, and messaging
Excellent written and oral presentation skills and proven ability to understand and communicate technical concepts in a compelling, persuasive manner
Graphic design proficiency with the ability to convert text to educational infographics
Experience with Adobe In-Design or other proposal design tool
Competency with Microsoft tools and platforms such as Teams, SharePoint, etc.
Experience creating and executing success client pitches
Professional and proactive work ethic
