Manager, Subcontracts Management

As the Manager of Subcontract Management, your primary responsibility will be to lead a team of Subcontract Administrators (SCAs) and Managers (SCMs) in effectively supporting the IAS Business Area. You will oversee the entire life cycle of subcontracts, from developing acquisition strategies and source selection to negotiation, award, cost and schedule management, execution, and closeout. Collaboration and interaction with various departments such as Contracts, Program Management, Engineering, Finance, Operations, Planning, and Logistics will be crucial to ensure seamless coordination and the achievement of company objectives. It will also be essential for you to monitor and communicate key performance indicators (KPIs) to executive leadership, providing visibility on goals and objectives.

In addition to managing the subcontract team, you will also play a vital role in ensuring compliance with legal and government requirements and standards. Strong leadership skills, expertise in subcontract management, and the ability to effectively communicate and collaborate with stakeholders are essential for success in this role.

Responsibilities:

• Lead and manage a team of individual contributors responsible for the overall life cycle of subcontracts. Able to assume an active role in subcontract management when required. Serve as a Subject Matter Expert (SME), providing guidance, problem-solving, and mentoring to the organization.
• Engage with cross-functional groups to implement supply chain strategies and delegate work to support organizational and program needs.
• Reviews and approves subcontracts procurement packages, ensuring compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) and company policies and procedures. Support and advice during internal and external audits to include DCMA CPSR audits.
• Ensure organization’s compliance with FARs, DFARs, Prime Contract flow downs, International Trade Compliance Office (ITCO), and other relevant regulations and policies.
• Develop subcontracts acquisition strategies and collaborate on sourcing for subcontracts across assigned programs. Implement negotiation strategies for price, schedule, cost savings and avoidances, technical aspects, and terms and conditions.
• Support the development of subcontract requirements, such as Statements of Work (SOW), and generate requests for proposals (RFP).
• Provide leadership and direction to the team of subcontracts managers, overseeing team’s performance, ensuring the achievement of goals, and monitoring organization's KPIs. Communicates effectively and provides program and metrics updates across multiple functions.
• Manages change and risk associated with subcontractors’ cost, schedule performance, and collaborate with engineering on technical aspects. Oversee the management of customer/government-owned property.
• Support business development, new pursuits and proposal activities from the beginning gates of Basis of Estimate (BOEs) development to complex negotiations. Negotiate and execute partnering/teaming agreements.
• Lead organizational supply chain activities, metrics, proposals, cost savings, affordability, and advise/communicate with direct and cross-functional leadership. Support the Subcontracts team in maintaining metrics such as on time delivery and payment terms, and monitors delivery schedules to track acceptance of deliverables, completion criteria, services, work performed, and payment.
• Effectively communicate across functions as the Subcontracts representative/ subject matter expert interacting with direct and executive leadership, and various professional levels and functions. Support requests and inquiries from various departments.
• Support supply chain organization and cross-functional requests, and inquiries from Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance Office (ITCO) and Regulatory Government Compliance, Accounts Payable (AP), Property Management, etc.).
• Analyze and ensure compliance with prime contract and program requirements. Identify trends and correlations in data and program requirements, develop action plans to address negative trends and mitigate risks.
• Optimize and leverage organization's talents to maximize efficiencies and support internal customer needs.
• Work with PMO and Contracts to determine the appropriate means of acquisition solutions for program needs. Identify/mitigate risks during proposal phase. Develop supply chain strategies to improve KPIs and ROIs.
• Review Subcontractor Statements of Work (SSOW) for compliance and integrate subcontract management deliverables, milestones, period of performance, and quality requirements. Ensure program compliance to prime contract obligations and execution methods.
• Understand Earned Value Management (EVMS), Control Account Management (CAM) principles, Program Management, and financial concepts.
• Utilize forecasting and supply chain influence on annual operating plans.

Must-haves:

• Bachelor's degree in a related field of study
• Relevant work experience may substitute for required education
• Proficient negotiations skills
• Candidate must have Supply Chain Management skills.
• This position requires the ability to obtain/maintain a Secret U.S. Security Clearance.

Preferred:

• In-depth Subcontracts experience within the Aerospace and Defense (A&D) industry.
• Subject Matter Expert (SME), self-starter, works independently, proactively solve problems, detail oriented.
• Experienced leader within the Subcontracts function, with advanced coaching and leadership skills.
• Able to lead, mentor, resolve conflicts and provide Subcontracts training to organization as required.
• Interacts as a functional representative/subject matter expert internally with direct leadership and upper management.
• Successful experience leading a team through internal and external audits. Experience supporting DCMA CPSR audits.
• Advanced communication and presentation skills. Experience briefing executive leadership.
• Advanced knowledge and experience with FARs, DFARs, International Trade Compliance, ITAR, EAR, Import/Export, TAAs (Technical Assistance Agreements), and legal terms and conditions negotiations.
• Experience with data rights and intellectual property is a plus.
• Data analytics experience.
• Understanding of cross functional data sources/influences and able to extract and identify trends and correlations in the data and program requirements.
• Proactively develops and implements action plans to address negative trends and mitigate risks.
• Ability to optimize and leverage organization's talents and optimize the interaction and support to other functions to maximize efficiencies and improve KPIs and ROIs.
• Advanced experience with complex Subcontractor Statements of Work (SSOW) is a plus.
• Advanced ability to review complex Subcontractor Statements of Work (SSOW), understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements is a plus.
• Knowledge of Earned Value Management (EVMS) and Control Account Management (CAM) principles, Program Management and Financial concepts is a plus.
• Financial acumen and understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow is a plus.
• In-depth working knowledge of Commodity, Category and Sourcing Management.
• Background in manufacturing timelines and requirements and experience with Procurement systems, ERP and MRP.
• Ability to read and understand technical requirements and formulate a subcontracting strategy while balancing multiple stakeholder needs.
• Advanced experience with Price and Cost Analyses, and certified cost or pricing data requirements.
• Advanced understanding of production, development, services, repairs and sustainment efforts.
• Advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
• Advanced working experience with Microsoft Office, Excel skills (pivot tables, V-lookup, etc.), Word, Power Point, Project, etc.
• Advanced experience with presentation, communication, and interpersonal skills.
• Expert at problem solving by leveraging experience and through analysis of data.
• Pursues permanent resolution and institutes preventative actions by following RCCA principles.
• Continuous improvement mind set.
• Green Belt or Black Belt certification is a plus.
• Focus on execution with excellence.

Estimated Starting Salary: 95,298.10 - 131,034.89 USD Annually
