SUMMARY
Within the Finance team, the Bursar team provides institutional financial management and student-facing billing for the overall organization. The Bursar Manager oversees and performs daily bursar operations ensuring accurate processing of student billing, payments, refunds, and account adjustments. Reporting to the Director of Bursar Services, the Manager acts as the operational lead for reconciliation processes, data integrity across systems, collections management, and cross departmental coordination.
DUTIES & RESPONSIBILITIES
- Operational Management:
- Manage Bursar coordinators posting entries to student statements, including tuition, payments, refunds, and reconciling student accounts.
- Manage process for students in collections and at-risk receivables
- Serve as Relay liaison with Allied, our collection agency, to ensure data integrity between both organizations.
- Assist with improving financial operations by coordinating closely with the Student Financial Services team to ensure seamless customer service for colleagues, students, and partners.
- Manages data and billing in two systems and reconciles all data in the GL as it flows into a singular ERP. Complete regular reconciliations of GL data and sign off on monthly closing.
- Prepares student related refunds and stipends, and ensures tuition accounts are correctly stated each month.
- Provide monthly write-off, and collections reports to the Bursar and Controller.
- Adapt workstreams as necessary to accommodate for changes in timing, nature, or volume of work because of Relay 2.0.
- Aid the Bursar for any special projects and reporting.
- System Oversight & Reporting
- Serve as the in-house finance expert for Anthology, our current billing platform/SIS, and create the reports needed to track and report student billing. Collaborate with IT and vendor to ensure all upgrades are tested and successful
- Assist with completing regular reconciliations with SIS data and sign off on data from SIS to be migrated into our ERP, NetSuite.
- Improves workflows in Nelnet to allow the Bursar team to accurately and seamlessly capture and portray billing data in the correct system to the correct student.
- Assist with the Nelnet to Anthology integration project which will allow for Real-Time Transaction Processing for our students
- Implement new configurations withing Relay's new SIS for Relay 2.0 billing methodology on an ongoing basis and maintain and update configurations in the future to adjust to any changes to Relay's pricing model
- Assist with Integrate billing and tuition data used by other teams into cross-departmental reports and help create the data tools needed for Relay colleagues to be successful in their roles while understanding and using Bursar's data
- Assist with data validation efforts for the Bursar office workstream
- Process Improvement & Cross-Functional Collaboration
- Partner with Student Financial Services, Registrar, and Finance Team to ensure seamless student and partner experiences.
- Accounting, Audit and Compliance
- Assist with updating balance sheet account schedules monthly.
- Assist the Bursar Director with preparing and completing the annual audit.
- Preparing 1098-Ts for students, leading peer review, uploading to TSC site.
- Additional duties and responsibilities as required.
QUALIFICATIONS
First and foremost, the Bursar Manager must share the Relay community's commitment to working together to improve student growth and achievement through phenomenal teacher preparation grounded in diversity, equity, inclusion, and anti-racism. This includes providing teacher preparation programs that set novice teachers up to succeed in the classroom from day one; leadership programs that train new and veteran school and district leaders to best serve their school communities; and teacher-facing professional education that provides ongoing learning to educators. Additionally, for this position we're looking for candidates that possess a combination of the following skills:
- BA or BS preferably in a field with a quantitative focus, such as mathematics, finance, or accounting
- 3+ years working in the Bursar's office of a college or university of similar size and complexity to Relay, performing similar work
- Proficiency with Jenzabar, Anthology, or another SIS
- Familiarity with fundamental accounting principles and a desire to work in higher education
- Ability to manage and work autonomously in self-directed work
- Strong problem solving, critical thinking skills and analytical mindset, and communication skills.
- A high level of attention to detail.
- Any working knowledge of federal financial aid programs is preferred but not required.
- Strong Excel skills

Compensation
Relay is committed to creating and maintaining a compensation and benefits system that supports our ability to recruit and retain a diverse and talented team. As we make decisions about compensation, we will be guided by the following values: clarity, consistency, and internal equity. The salary range for this role is $74,250 - $111,375. New hires will be offered a salary at the starting point of the range at $74,250 to allow for an equitable starting salary process and continual salary growth during an employee’s time at Relay GSE.
To ensure internal pay equity:
- Relay does not currently differentiate starting salary offers based on years of experience
- All staff salaries will be capped at the salary range maximum, and
- Relay does not negotiate salary offers.
