IT Service Design Lead – USACE Mission Support

What You Will Do: Provide technical and managerial leadership for end-to-end IT service design initiatives supporting the U.S. Army Corps of Engineers (USACE). Apply domain expertise in service optimization to develop and implement innovative service design strategies that enhance mission effectiveness, operational efficiency, and user satisfaction. Oversee service design activities, staffing, and methodologies, ensuring alignment with DoD standards and USACE objectives.
Key Responsibilities:
Lead the design and optimization of IT services that directly support USACE mission delivery and operational goals.
Establish service design goals, frameworks, and plans that align with DoD enterprise architecture and service management standards.
Direct and manage service design teams, ensuring effective use of innovation methodologies and appropriate staffing to meet project demands.
Oversee the full lifecycle of service design activities, from requirements gathering and conceptual design to implementation and continuous improvement.
Interface with USACE stakeholders, senior DoD leadership, and technical teams to align service delivery strategies with mission needs and user expectations.
Promote service design best practices, including user-centered design, agile delivery, and performance-based outcomes.
Ensure compliance with DoD cybersecurity, acquisition, and governance policies throughout the service design process.
What You Will Need:
U.S. citizenship.
Ability to obtain and maintain a Federal or DoD 'Secret' security clearance; candidates must obtain approved adjudication of clearance prior to onboarding with Guidehouse.
Must have at least 14 years relevant experience.
Proven experience leading IT service design initiatives within DoD, federal or similar environments.
Strong understanding of service optimization, enterprise IT architecture, and mission-driven service delivery.
Expertise in innovation methodologies such as design thinking, Lean, or Agile.
Demonstrated ability to manage cross-functional teams and complex service portfolios.
Excellent communication and stakeholder engagement skills, particularly in military or government settings.
What Would Be Nice To Have:
ITIL 4 Foundation Certified
Certified Scrum Master
Familiarity with USACE mission areas and operational priorities.
Active 'SECRET' or higher-level clearance preferred.
Bachelors degree or higher from an accredited institution
The annual salary range for this position is $149,000.00-$248,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
