Our work depends on a Contract Security & Compliance Officer joining our team to support the Indian Health Service (IHS) Electronic Health Records Modernization (EHRM) program. As a Security & Compliance Officer supporting the IHS EHRM program, you will be responsible for supporting the PMO for contract management execution support.

HOW A CONTRACT SECURITY OFFICER WILL MAKE AN IMPACT:

  • Maintain and administers security programs and procedures for Controlled Unclassified Information (CUI) or proprietary materials, documents, and equipment.
  • Facilitate programs progress through timely and effective management of all aspects of the security clearance and suitability process.
  • Studies and implements federal security regulations that apply to company operations.
  • Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Stays up to date on all manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting internal and external access to restricted records and materials.
  • Utilizes security database to capture actions and ensure data integrity.
  • Reviews Personnel Security Questionnaires (HHS-745 and HHS-828), verify information submitted on applications contact subjects via approved methods to complete information on background investigation forms.
  • Conducts security education classes, security presentations for employees, subcontractors, and consultants, and performs annual security audits. Investigates security violations and prepares reports specifying preventive actions when needed. Supports data calls as necessary.
  • Conducts bi-weekly security presentations for new program personnel.
  • Conducts annual compliance self-inspections within the cleared facility.
  • Works closely with FedCiv’ s FSO on security related matters.
  • Manages overall security program for assigned FedCiv programs/contract clients.
  • Coordinates with GDIT security onsite for processing and maintaining badges for program personnel, when personnel are required onsite.

WHAT YOU’LL NEED TO SUCCEED:

  • Technical Training, Certification, bachelor’s degree, or the equivalent combination of education, professional training, or work experience.
  • 4-8 years of related experience in physical/information security or industrial security administration, preferably in the government or government contracting industry.
  • Experience facilitating and managing security clearance and suitability process programs.
  • Knowledge of security programs and procedures for Controlled Unclassified Information (CUI) or proprietary materials, documents, and equipment.
  • Experience in compliance with regulations from government agencies.
  • Experience reviewing security questionnaires, verifying information submitted on applications, contacting subjects, and completing information on background investigation forms.
  • Ability to travel up to 25% of the year, if needed.

DESIRED QUALIFICATIONS AND EXPERIENCE:

  • Working knowledge of the Department of Defense (DoD) National Industrial Security Program Operating Manual (NISPOM); Defense Information System for Security (DISS), National Industrial Security System (NISS), Defense and the Questionnaire for Investigative Processing (eQIP).
  • Strong computer skills, including Microsoft Office, and Excel.
  • Experience with conducting security briefings and debriefings.
  • Working knowledge of the Federal Background/PIV/CAC Process
  • Access Control Database knowledge and hands on experience is a plus.
  • Working knowledge of DISS(JPAS)/NISS/SIMS is a plus.

SECURITY CLEARANCE LEVEL:

  • Must be eligible to obtain an SSBI T5 public trust clearance.

The likely salary range for this position is $87,550 - $118,450. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
