  • Partner with PDE to decompose franchise requirements into implementation-ready state requirements

  • Define and operate handoff and acceptance gates between Program Management and PDE Build

  • Content governance & reporting

  • Define information architecture and standards across JAMA, the Elaboration Schedule, Confluence, and program repositories.

  • Own requirement-related dashboards and reports that surface status, coverage, and changes for stakeholders.

  • Ensure artifacts are discoverable, current, and integrated with program governance materials.

  • Program coordination

  • Oversight of requirements documentation and JAMA administration; provide  guidance to Program Managers contributing to requirements.

  • Set team routines, priorities, and quality expectations to meet program timelines.

  • Coordinate with PDE on state sequencing and rollouts

  • Cross-functional influence &communication

  • Liaise with Frontier leadership,

  • Domain teams, Engineering, and PDE Build to keep requirements aligned with design, technical constraints, and risks.

  • Produce concise senior-level materials (decks, one-pagers, FAQs) and communicate requirement changes through program channels.

  • Facilitate adoption of consistent requirement and traceability practices across partners and ensure PDE Build has the information and artifacts needed to execute.

Success measures

• JAMA, the Frontier Elaboration Schedule and Executive Program Plan are the authoritative, up-to-date sources for product requirements.

• Clear, maintained traceability from requirements to Jira/EPP; fewer orphaned or conflicting items.

• Franchise requirements are consistently carried to a deployment-ready state for PDE with fewer

clarifications or rework during implementation.

• Improved milestone readiness and reduced requirement-related rework and deployment delays.

• High-quality, timely deliverables from analysts and PMs that align to governance standards.

• Program leadership treats product artifacts and reporting as reliable inputs for decisions.

• Smooth, measurable handoffs to PDE
