We are seeking an experienced regulatory manager to be the Head of Client Asset Oversight (HCAO) for the Group’s Markets in Crypto Assets Regulation (MiCAR) applicant entity. The candidate will be responsible for the protection of client assets under the Central Bank of Ireland’s (CBI) Client Asset Regulations.
Regulatory status: PCF
We are recruiting for a highly skilled and experienced individual to join our team as the Head of Client Asset Oversight (PCF) for our MiCAR applicant entity. The successful candidate will play a pivotal role in ensuring the effective oversight and management of client assets within the firm. This role requires a deep understanding of regulatory requirements, risk management, and client asset protection.
The opportunity
Design, monitor, control and report the safeguarding of client assets in accordance with the Client Asset Regulations and CBI requirements, developing and implementing a client asset oversight framework;
Develop, coordinate and maintain the client asset management plan (CAMP);
Identify, assess and manage risks associated with the custody and management of client assets, including market risk, operational risk and legal/regulatory risk;
Responsible for being the subject matter expert on client asset regulations to advise management on new business or products;
Contribute to the implementation of measures to safeguard client assets, including input into the development of policies and procedures for segregation and reconciliation;
Review and approval of the daily client asset calculation and reconciliations;
Maintain a strong understanding of existing regulations, of upcoming developments and best practice covering client asset regulation;
Prepare all required CBI client asset related returns;
Member of the client asset internal management committee;
Researching the client asset impact of new products, services and markets;
Creating functional business requirements for enhancements to existing financial, regulatory and operational systems;
Planning, coordinating and managing audits and the annual client asset examination;
Collaborate with internal stakeholders, including senior management, legal, compliance, and risk teams, to ensure alignment with business objectives and regulatory requirements;
Oversee relationships with third-party service providers, including custodians, administrators, and technology vendors, to ensure the integrity and security of client assets;
Provide guidance and training to internal teams on client asset oversight best practices and regulatory requirements.
Skills you should HODL
Significant relevant experience in financial services, with a focus on client asset oversight, custody, or fund administration;
Knowledge of MiCAR regulations and relevant client asset regulatory requirements;
Strong understanding of crypto assets and blockchain technology preferred;
Excellent analytical, problem-solving, and communication skills;
Proven track record of effectively managing cross-functional projects and stakeholders;
Strong leadership and management skills, with the ability to motivate and inspire cross functional teams;
Highly organised, with excellent attention to detail and the ability to manage multiple priorities in a fast-paced environment;
Proactive and adaptable, with a willingness to take ownership of challenges and drive solutions;
Ethical and accountable, with a commitment to upholding the highest standards of integrity and professionalism;
Excellent stakeholder engagement skills with an ability to be flexible & adaptable, always ready to pivot and solve the next problem;
Understanding & execution of requirements / expectations;
Assertiveness, tenacious and control focused.

Previous or existing holder of a PCF role at a CBI regulated firm
