Staff Technical Program Manager - Search Signals

As a Technical Program Manager on the Search team, with a focus on CU Signal Relevance and Offsite Signals, you'll be at the forefront of enhancing our search and shopping experience. This role involves understanding content deeply, leveraging external data, and driving strategic initiatives that impact user engagement, ad targeting, and overall platform quality.
What you’ll do:
Strategic Planning and Roadmap Management: Work with Product and Engineering leaders to define the strategic direction and roadmap for CU signals, relevance, and offsite signals initiatives. Prioritize projects based on business impact, technical feasibility, and resource availability.
Technical Execution and Delivery: Manage the technical execution of CU signal, relevance, and offsite signals projects, ensuring on-time delivery and high-quality results. Coordinate with Engineering teams to build, test, and deploy new signals and relevance models. Track and report on project progress, identify and mitigate risks, and resolve dependencies. Oversee the process of acquiring offsite data, including negotiating agreements, setting up data pipelines, and ensuring data quality and compliance.
Cross-functional Collaboration and Alignment: Coordinate with external partners (merchants, data providers) and internal teams (Engineering, Product, Legal, Privacy) to ensure seamless data acquisition, integration, and usage. Facilitate communication and aligning roadmaps between different teams that rely on offsite signals (e.g., Ads, Core). Act as a central point of contact for offsite signals initiatives, managing expectations, and resolving dependencies. Facilitate communication and collaboration between different teams involved in CU signals and relevance (e.g., Search, Homefeed, Ads). Ensure alignment on goals, priorities, and timelines across teams.
Data Acquisition and Management: Oversee the process of acquiring offsite data, including negotiating agreements, setting up data pipelines, and ensuring data quality and compliance. Work with engineering teams to build and maintain the infrastructure for storing, processing, and analyzing offsite signals. Define and track key metrics for offsite signal data quality, coverage, and performance.
Process Improvement: Identify and implement process improvements to streamline offsite signal data acquisition, integration, and usage. Develop best practices and documentation for offsite signal management. Identify and implement process improvements to streamline the development, deployment, and maintenance of CU signals and relevance models. Work on standardizing the signal adoption and deprecation process.
Legal and Privacy Compliance: Work closely with Legal and Privacy teams to ensure that all offsite signal activities comply with applicable regulations and policies. Manage data access controls and ensure data security.
Tooling and Infrastructure: Collaborate with Engineering to improve the tooling and infrastructure for CU signals and relevance, such as data pipelines, model training platforms, and evaluation frameworks. Track and report on the performance and reliability of these systems.
Evaluation and Measurement: Define and track key metrics for CU signal and relevance performance, such as search relevance, recommendation quality, and user engagement. Work with Data Science and Analytics teams to evaluate the impact of CU signal and relevance changes.
What we’re looking for:
BS in a technical discipline or equivalent experience (7+ years in a technical or analytical role)
Strong technical breadth and judgment - ability to quickly ramp up and go deep on a range of technologies, ability to identify technical risks and tradeoffs
Comfort with a fast-changing environment and ability to manage ambiguity
Focus on execution and delivery in a data-informed environment
Excellent communication skills and ability to work cross-functionally to identify opportunities and deliver solutions
Exceptional relationship-building skills, organizational awareness, and ability to persuade others to accomplish program objectives while holding yourself and your team to a high standard of accountability
Experience working with Search products at a low level of detail highly desirable
Experience with data acquisition, integration, and management, especially for offsite signals, is a plus.
