Twilio is looking for a Sr. Director, Technical Program Manager (IC) to drive our most strategic initiatives, starting with Twilio’s Customer Zero program. Twilio’s Customer Zero program is focused on embracing Twilio’s own platform to power our internal marketing, support, and operations use cases. Twilio’s TPM team reports into R&D Operations and consists of dedicated Technical Program Managers that serve highly integrated and cross-functional product and engineering organizations where you’ll use your technical expertise to lead complex, multi-disciplinary projects from start to finish.
You’ll work with stakeholders to plan requirements, identify risks, manage project schedules, and communicate clearly with cross-functional partners across the company. You're equally comfortable explaining your team's analyses and recommendations to executives as you are discussing the technical tradeoffs in product development with engineers. Responsibilities
In this role, you’ll:
Establish a reliable and visible cadence for program reviews, decision-making, prioritization, and resource stewardship whereby improvements such as efficiency and utilization gains are measurable and the impact can be felt organization wide
Effectively drive alignment and focus cross functionally with internal stakeholders
Lead a governance structure that drives effective executive decision-making. Ensure governance structure effectively exposes and mitigates dependencies.
Clearly communicate program goals and accomplishments with stakeholders to drive awareness and celebrate impact.
Seek out and identify change management opportunities that increase program velocity and which affect multiple teams. Apply governance over change management to ensure it’s used effectively.
Define/manage a program portfolio solving problems that target high business impact for the organization and product area.
Ability to quickly develop an understanding of technical priorities and challenges;
Able to apply learnings from comparable technical initiatives to program management approach
Use your influence and tact to drive team results and grow a coalition of partners
Exchange detailed and complex technical information in a comprehensive manner with an array of program teams and stakeholders.
Partner with a variety of stakeholders in Product Management, Engineering, and Operations to get buy in and provide resourcing for critical programs and initiatives.

Required:
Bachelor’s degree in Computer Science, a related field or equivalent practical experience.
12+ years of experience managing technical projects in the software engineering domain.
5 years of experience in leadership role(s) with/without direct reports
Experience program managing comparable technical initiatives (i.e. cloud, SaaS, PaaS);
Experience leading and managing the successful delivery of high impact and highly cross-functional programs
Strong ability to quickly build relationships and establish rapport with various cross-functional stakeholders
Understand the complex relationship between the organization and its environment, identifies connections, adopts different perspectives and quickly responds to changing circumstances in a strategic way.
Ability to collaborate effectively across organizational boundaries, build relationships, and import and export talent and ideas to achieve a broader organizational goal.
Comfort with changing specifications or standards, and ability to create the conditions in which the team feels comfortable and capable of working through in response to ambiguity.
Outstanding written and verbal communication skills that drive executional impact at scale.
Excellent problem-solving, negotiation, and organizational skills.
Ability to thrive in a fast-paced, evolving, ambiguous environment, with a default to action in order to adapt quickly to changing priorities and requirements
Desired:
Master’s in computer science or engineering or a related field
Experience in telephony, email, messaging, social media, or other electronic communications.
Location
This role will be remote, but is not eligible to be hired in CA, CT, NJ, NY, PA, WA.
Travel
We prioritize connection and opportunities to build relationships with our customers and each other. For this role, approximately 5-10% travel is anticipated to help you connect in-person in a meaningful way.

The estimated pay ranges for this role are as follows:
Based in Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, Vermont or Washington D.C. : $184,500-$230,700.00.
Based in New York, New Jersey, Washington State, or California (outside of the San Francisco Bay area): $195,300.00-$244,200.00.
Based in the San Francisco Bay area, California: $217,000.00-$271,300.00
This role may be eligible to participate in Twilio’s equity plan and corporate bonus plan. All roles are generally eligible for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location.
