About the job

Twilio’s government relations and public policy team is a strategic component of our success. As our EMEA presence grows, the Senior Manager of Government Relations and Public Policy will join a growing and dynamic team. Working closely with the legal team and business, you’ll help track, assess, and communicate policy evolutions, and contribute to the development and execution of our engagement strategy, representing Twilio to EU institutions, governments, and authorities in EMEA.

Responsibilities

In this role, you’ll:

  • Proactively monitor and track Policy developments relevant to Twilio at EU and national level in EMEA.

  • Analyse and assess policy and regulation for relevance and impact on Twilio, preparing information materials and communicating with internal stakeholders.

  • Contribute to the development of policy positions and work with the GRPP team to develop and maintain an effective engagement strategy with stakeholders, including governments and EU institutions, trade associations, regulators, coalitions, and other relevant industry stakeholders.

  • Routinely engage and build relationships with a range of internal and external stakeholders, including but not limited to the EU Institutions, regulators, and governments.

  • Actively participate in trade association meetings, and working groups on behalf of Twilio.

  • Attend events in person, including in the EU institutions, for stakeholder relationship development, and information/reporting purposes.

Qualifications

Required: 

  • At least 12 years of relevant public policy and advocacy experience in technology, digital, telecoms, or other relevant sectors with a Bachelor's Degree, 8 years with a Master's Degree or 5 years experience with a PhD. - relevant sectors include: corporate legal, public policy, public affairs consultancy, trade associations or government/institutions.

  • A keen understanding of EU politics and policy, EU legislative processes and government relations.

  • Skillful in building effective relationships, demonstrating foresight and strategic thinking on public policy implementation.

  • Demonstrates a collaborative spirit, contributing positively to team dynamics while also possessing the ability to work independently and drive initiatives forward autonomously.

  • Critical thinking, good judgment, and ability to balance priorities, resources in order to deliver on concurrent projects.

  • Ability to plan and execute meetings with stakeholders, in and around the EU Institutions, representing the company in the relevant events and meetings in Brussels.

Desired:

  • Experience working with the European Commission, Parliament, Council, Member State governments, bodies, and government agencies, adept in political affairs and industry relations.

  • Familiarity and experience in drafting regulatory filings and legislative consultation submissions.

  • Track record in participation in design/execution of policy advocacy, influencing government institutions at all levels and implementing successful advocacy campaigns.

  • Knowledge of German, French, Spanish, Italian, Portuguese or other languages is a plus.

  • Strong communication skills and strategic thinking.

  • Legal, policy or relevant advanced degree/experience.

Location

This role will be remote, and based in the United Kingdom or Ireland.

Travel 

We prioritize connection and opportunities to build relationships with our stakeholders and each other. For this role, approximately 25%  travel is anticipated to help you connect in-person in a meaningful way.
