Twilio is seeking a Project Manager to join our Global Carrier Supply Operations organization. This role will support high-impact internal initiatives and cross-functional projects that drive operational excellence, scalability, and efficiency across our telecommunications supply chain.

As a Project Manager, you will lead efforts across multiple teams to deliver strategic and operational outcomes aligned with Twilio’s mission to power the future of communications. You will support initiatives that touch SMS, Voice, and emerging channels—ensuring the underlying infrastructure continues to meet the needs of our customers and regulatory environments around the globe.

Responsibilities

In this role, you’ll:

  • Drive execution of internal and cross-functional projects from initiation to delivery, ensuring timelines, scope, and outcomes remain on track.

  • Ensure projects deliver improvements in performance, scalability, and reliability that ultimately benefit internal teams and Twilio customers.

  • Identify inefficiencies or gaps in operational workflows, propose scalable solutions, and implement improvements that create lasting value.

  • Lead collaborative sessions to clarify goals, milestones, and deliverables, and drive alignment across Carrier Operations, Product, Business Development and Engineering teams.

  • Build clear project plans, provide status updates, escalate blockers, and ensure consistent visibility for stakeholders across the business.

  • Help standardise repeatable processes and apply principles of continuous improvement to optimize quality, customer experience, and productivity.

Required:

  • 3+ years of project management experience within technical operations, systems infrastructure, or carrier/compliance environments.

  • Demonstrated ability to lead multiple concurrent initiatives while keeping stakeholders aligned and outcomes measurable.

  • Strong organisational and communication skills, with the ability to influence cross-functional teams without direct authority.

  • A working knowledge of Agile or hybrid project management methodologies.

  • Technical aptitude and comfort working in data-rich environments; experience collaborating with analysts and engineers to define success metrics and track KPIs.

  • Appetite to dive deep into complex telecom systems and operational processes to uncover risks and improvement opportunities.

Desired:

  • Bachelor’s degree (or equivalent experience) and 2+ years in project or program management roles.

  • Experience in SaaS, CPaaS, or Telecom industries (e.g., carrier provisioning, messaging/voice routing,  operations, TPM etc.).

  • Familiarity with tools like Jira, Confluence, Tableau, Airtable, Lucidchart, Looker, ServiceNow.

  • Project management certifications such as PMP, Scrum Master, or SAFe.

  • Basic understanding of APIs or telecom protocols is a plus.

  • Experience working in a telecom industry is a plus.

Location

This role will be remote and based in Estonia.

Travel 

We prioritise connection and opportunities to build relationships with our customers and each other. For this role, you may be required to travel occasionally to participate in project or team in-person meetings.
