Director of Contracts
The Director of Contracts will serve as the senior leader and primary authority for all contract management functions at Wilcore Technologies. As a department of one, this individual will be responsible for hands-on contract administration while simultaneously building the foundation for a scalable contracts function as the company grows. The role requires significant expertise in federal contracting, including joint ventures, teaming agreements, and subcontract relationships, with the ability to balance tactical execution and strategic guidance. The Director of Contracts will work closely with executive leadership, program managers, and business development to safeguard Wilcore’s contractual interests and enable growth.
Key Responsibilities
Strategic & Hands-On Leadership
Serve as both the senior advisor and hands-on contracts manager, overseeing all aspects of cradle-to-grave contract management.
Establish contracting policies, processes, and templates to create a scalable foundation for future team growth.
Provide executive-level guidance on risk, compliance, and negotiation strategies.
Contract Lifecycle Management
Manage proposals, contract reviews, negotiations, execution, modifications, closeout, and audits.
Ensure compliance with FAR, DFARS, agency supplements, and company policies.
Draft and negotiate subcontract agreements, NDAs, teaming agreements, and joint venture agreements.
Joint Ventures & Strategic Partnerships
Lead contract-related structuring and negotiation for joint ventures, mentor-protégé agreements, and strategic alliances.
Ensure compliance with SBA rules and government guidelines governing joint ventures and set-aside programs.
Support Wilcore’s long-term growth strategy through innovative partnership models.
Business Development Enablement
Collaborate with proposal and capture teams to review RFPs/RFQs, identify risks, and shape compliant, competitive bids.
Support pricing and cost volume development with an eye toward contractual risk and profitability.
Risk & Compliance Oversight
Act as the primary compliance authority on all contract-related matters.
Proactively monitor regulatory changes and recommend updates to company practices.
Resolve contractual disputes directly, escalating to counsel or executives only when necessary.
Qualifications
Bachelor’s degree in business administration, Contracts Management, or related field; advanced degree preferred.
10+ years of progressive contracts management experience, preferably in small to mid-sized federal contracting organizations.
Demonstrated expertise in FAR/DFARS, joint ventures, teaming agreements, and subcontract management.
Proven ability to operate effectively as a department of one, balancing hands-on work with executive-level advisory responsibilities.
Strong negotiation, risk management, and stakeholder engagement skills.
NCMA certification (CPCM, CFCM, or CCCM) strongly preferred.
