About the job

This position is needed to provide legal guidance to our Law Enforcement and Government Response team, manage the company’s response to various government inquiries, and support our compliance team as it enforces our platform’s Acceptable Use Policy. 

We are seeking an energetic and principled attorney with 5 or more years of relevant legal experience for this role.  You are a fit if you have a background in litigation and government investigations coupled with an understanding of the key legal frameworks for government access to electronic information.

Responsibilities

In this role, you’ll:

  • Serve as Twilio’s lead attorney for responding to government inquiries and investigations, whether they relate to Twilio or its customers.

  • Provide legal advice to the team of professionals that handles incoming requests from law enforcement and regulatory agencies from around the world, ensuring that all requests are scrutinized and handled in strict accordance with applicable laws, our terms of service, and Twilio’s law enforcement practices. 

  • Ensure company’s response to law enforcement and regulatory requests reflects company principles and policies on data privacy and consumer trust.

  • Advise Twilio’s platform compliance function as they enforce Twilio’s rules and investigate and enforce potential violations of Twilio policy, industry rules, or other alleged wrongdoing. This will include handling a wide variety of pre-litigation (and occasional litigation) matters involving Twilio’s customers.

  • Work cross-functionally with the privacy, communications regulatory, and public policy legal teams, as well as the consumer trust, security, platform integrity and product teams to ensure the company’s internal policies and procedures are consistent with our legal obligations and our values, and that these policies and procedures are operationalized appropriately throughout the organization.  

  • Partner with teams across Twilio legal to address legal challenges related to law enforcement and national security.

*Required:

  • JD/LLM degree or foreign equivalent and active membership in at least one US state bar

  • 5+ years of relevant legal experience in some combination of government, law firm, and in-house roles.

  • Experience advising on enforcement issues that apply to tech and/or telecommunications companies.  Familiarity with ECPA and the Stored Communications Act is critical for success in this role; knowledge of CALEA, the CLOUD Act, and/or FISA is helpful. 

  • Proficient in resolving complex issues, and advising on multiple projects with teams across multiple time zones. 

  • Experience handling sensitive matters and maintaining confidentiality.

  • Experience building partnerships within legal teams and with a wide range of internal partners to help define government access policies and ensure they are implemented properly and operationally supported.

  • The ability to communicate professionally and effectively with law enforcement authorities as well as customers and other participants in the telecommunications ecosystem.

  • Great judgment, clear and concise communication, and a desire to drive matters to a conclusion; and

  • Sense of humor and, especially,  curiosity - you’ll never stop learning! 

Desired:

  • Experience working at a tech or telecommunications company or with global tech or telecommunications clients.

  • Experience in law enforcement policy and risk-assessment, drafting regulatory language, and a knowledge of privacy and data security principles.

  • Experience advising companies and/ or individuals conducting internal investigations, particularly those involving federal agencies or state attorneys general.

Location

This role will be remote, but is not eligible to be hired in CA, CT, NJ, NY, PA, WA.

Travel 

We prioritize connection and opportunities to build relationships with our customers and each other. For this role, you may be required to travel occasionally to participate in project or team in-person meetings.

The estimated pay ranges for this role are as follows:

  • Based in Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, Vermont or Washington D.C. : $184,500 - $230,700.

  • Based in New York, New Jersey, Washington State, or California (outside of the San Francisco Bay area): $195,300 - $244,200.

  • Based in the San Francisco Bay area, California: $217,000 - $271,300.

  • This role may be eligible to participate in Twilio’s equity plan and corporate bonus plan. All roles are generally eligible for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.

The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location.
