Job Description:

As a Systems Engineering Manager, you will help ensure today is safe and tomorrow is smarter.  Our work depends on an experienced Applications Systems Engineering Manager - with a strong background in operational support - joining our team to: lead and directly manage a fully-remote, technical workforce / team supporting both the production and non-production environments (during a standard work week); and also serve as the primary On-Call Manager for issues requiring management attention that may arise on weekends from 24/7 Application Support Team shifts supporting to the production environment.

HOW YOU WILL MAKE AN IMPACT:
• Work with security team on an on-going basis to ensure production and non-production applications comply with DHS security standards.
• Collaborate with technical troubleshooting staff from other technical/management disciplines and teams to provide timely solutions and explanations to complex system-related problems which impact biometric services.
• Coordinate efforts between technical support staff(s) in the performance of assigned projects.
• Review completion and implementation of system additions and/or enhancements and provide management overview, as assigned.
• Develop and apply advanced methods, theories, and research techniques in the investigation and solution of highly complex system requirements and system diagnostics of TIBCO BW, WebLogic, and EMS services.
• Review and assist in authoring or editing procedural documentation for tasks and current practices supporting business requirements.
• Provide technical consultation on current and proposed systems to Government officials from different agencies
• Evaluate and estimate the extent of system impact to submit Emergency Break Fix (EBF) request before task is performed, while also ensuring all artifacts of the EBF package are properly annotated before submitting to the approving authority.
• Provide managerial weekend support to resolve technical issues, as needed (on call); assess, document, and provide feedback on the performance of individual staff assigned to weekend production support shifts; and assist and consult in the hiring process of new shift team members as needed.

WHAT YOU’LL NEED TO SUCCEED:
• Education: Bachelor of Arts/Bachelor of Science, preferably in computer engineering, computer science, information systems, or related field of study
• Required Experience: 5+ years of related experience
• Required Technical Skills: UNIX shell scripting; and working knowledge with Git/GitHub
• Security Clearance Level: Public Trust (DHS HQ EOD required to start; must be able to obtain DHS HQ Final Suitability)
• Required Skills and Abilities: excellent troubleshooting and analytical skills; and excellent communication skills
• Preferred Skills: 10+ years of related experience; knowledge of developing Structured Query Language (SQL), Jython scripts from a Command Interface; experience managing Oracle WebLogic Server and Oracle Fusion Middleware appliances across multiple application domains; TIBCO Business Works (BW) and Enterprise Message Service (EMS) administration, managing multiple domains, and configuring BW trace parameters for debugging; configuration management experience using Ansible, Chef, or Puppet; experience/knowledge of F5 BIG-IP Local Traffic Manager (LTM) functionality, VIPs configurations and iRule script writing; working knowledge of Public Key Interface (PKI) structure, Security Certificate Renewal; knowledge of Postfix and Email Server Administration; certifications - ITIL v3 or v4 Foundations (or better), Amazon Web Services (AWS), and/or Oracle WebLogic Server

The likely salary range for this position is $123,250 - $166,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
